My X (Twitter) Account Got Permanently Suspended

Out of nowhere, my X (Twitter) account was permanently suspended, even though I haven’t done any spamming or violated any policies.

Out of frustration, I tried signing up with a new email address, but the new account gets locked or suspended immediately right after creation.

If an X account gets suspended, does that mean you can never create a new one using the same device or internet connection? Has anyone successfully restored their account through an appeal?
